Ahah! You are reading the wrong version of the prophesy. The one that you are quoting from is the incorrect translation that Tavalisk reads, and interprets as himself being the one to stay the hand of the plague.
You have to go back to the beginning of the book and the original prophesy, which states that "a man will come without father or mother, but sister as lover, and stay the hand of the plague" - i think.
It's been about 12 years since I first read the first book, but I've reread it countless times, and I'm not going to give away the answers!
